Skunkworks

Skunkworks refer to operations (typically within a larger organization) focused on creating innovative products / solutions without formal managerial interference / bureaucracy.

The term gets its origin from Kelly's XP-80 Skunk Works® project back in 1943. Since then, the term has crept into management jargon.

Food for thought: If you can think of Silicon Valley (or any other high-tech hub, for that matter) as a large organization, the start-ups can be thought of as  skunkworks, since they focus on new innovations / products / solutions;  and enjoy a lack of formal managerial bureaucracy / structure, at least in the beginning. The only interference they might have is from the VCs funding them.
